Can track bicycles come with traditional rear flywheels and brakes?

I like track bikes and I like the idea of perhaps buying one, but I don't like the fact that the rear wheel lacks a flywheel and brake like on a standard bicycle.

Are there track bikes available that use a conventional set-up?

If I ever bought one I'd really only use it for general commuting or riding.

You can get a bike with a flip flop hub. It will be a fixed gear on one side and a regular coasting gear on the other. You can buy these bikes with front and rear brakes.
