Can they charge my phone?

I have found a service online that I'd like to use. A guy is doing it for "free". Just call his number and he will talk to you. His number is a normal area code, so I was wondering if there is anyway this could be a scam. I'm not that concerned about the quality of our conversation, but is there someway he can charge my phone from a regular house phone?
 
Most likely a scam. Don't call it. Anything that sounds too good to be true, most likely is.
