Can the police tow my car if I get pulled over in Illinois?

My girlfriend was driving down 95th to pick me up from a bus stop. Where she was driving through is known to be a hot spot for the police to pull people over, but she had no reason to fear them so she went down that way anyway. She said that tho officer(s) that pulled her over, stared out driving in front of her, then slowed down and found themselves trailing her. By that time I was on the bus heading towards her. She pulled over in a CVS parking lot to get away from traffic. The officer asked her for her license while ignoring her question of what she did wrong. He later stated her license was suspended. Then she asked what for, but couldn't get an answer. Buy that time I had to been less than 10 min away from her. The officer called in(to his dept I'm guessing) to ask if he could tow her vehicle even though it was out of harms way, and after she told them i was literally down the street to receive the vehicle. He ignored her cries and plead to leave the vehicle alone. They charge her with a fine of $600 for driving under suspended license just to receive the papers needed to go to the towing company and pay another $175 plus to the towing company. Why wouldn't the officer just leave the vehicle where it was? Do they receive commission from getting people's vehicles towed?
