Can the police confiscate a car believed to have been involved in hit and run by

previous owner? Friend of mine bought a used car recently and get contacted by police in another state. They tell him their investigation into a hit and run that happened over a year ago just lead them to the previous owner of the car he just bought. They want him to bring them the car, which is extremely inconvenient for him, so they can inspect it. What are his rights?
I may need to get more specific details from him, but the way he's made it sound is he's going to be dropping it off for them to look over for a while. They may not be confiscating it, but he's not going to have it for a few days, unless he's just off on his information.

His main concern is what kind of stuff can they do to the car? I mean if they want it bad enough to ask him to cross state lines and all that good stuff how far can they go to find other incriminating evidence against the previous owner? ie taking part sof the car apart
It was a homicide related hit and run.
"what are my rights as to the condition of the vehicle while it is in possesion by the police and who is liable for damages incurred during the investigation of said vehicle"
