Can the Philippine gov't. be sued for criminal negligence for the devastation

wrought by the flash floods? The massive loss of life and property caused by the flash floods during the Ondoy typhoon, should be thoroughly investigated in order to find out what caused it. Obviously, the flash flooding was not caused by the high volume of rain pouring in six hours. During the early TV coverage of the flooding, it looked to me, as an engineer, that the dams in Agno River had their floodgates full open only when it rose at critical level. I thought it should have started opening them floodgates earlier and at a slower rate. The flooding seemed instantaneous and the flow velocity as seen on TV shows people caught unaware in their own houses and people were still in their cars trying to flee the situation, etc.
 
No, even the American government can't be sued over natural disasters. And America is pretty litigious. So I very much doubt it would be possible anywhere else in the world.
