Can the paid equity be able to refund (pay it back to us).?

in 2006, My wife was still single that time. She was convinced to take a loan for a house and lot at Cavite, Philippines. She paid up the equity and the rest were applied a loan for PAGIBIG. She had already finished the payment of the equity last 2006. But until now 2010 the house was still not finished. My wife now wants to back out. because of the fact some metals are already rusty due to exposed to environment and some materials are substandard.

Is there anyway she could get her documents and part/full payments of the equity back?

Any advice...
