Can the crankshaft be 1 rotation off from the camshaft on Timing belt

installation for Toyota Camry.? I am installing a timing belt on my 1992 Toyota camry V-6 and aligned the marks for the camshaft pulleys and crankshaft. I attempted an engine start (before installing the other components) and the motor would not start but sounded like a sewing machine. Thinking that it possibly was the crankshaft I rotated it 360 degrees, aligned the marks, reinstalled the belt, and the same thing. Any suggestions and does the crankshaft have to be synched since it rotates 2 times for every revolution of the camshafts (ie can it be 180deg out of phase)? Thanks
 
If you had a timing chain/belt failure it could have also damaged the valves too. Other than that as long as it was at top dead center when you installed the chain it should be good.
 
Yes this can occur.This is why you should make sure your #1 piston is at top dead center before aligning the two.This insures that your crank mark is accurate in relation to the cam shaft.
