can the court really drug test you for 2 years randomly.?

i quite smoking i just want to cut my hair so i can become a fire fighter. please anwser i really have to know i got to get this job. i got caught half a year ago and now the court is saying i gatta keep my hair long so they randomly do it. from what i heard they just say that so you wont do anymore drugs. please anwser seriosly i really have to know. thank you
