Can the Cell Brodband Engine in the PS3 do graphics processing ?

Ok, recently I've been in an argument with PC fanboys and apparently they're saying the Cell can't render any graphics and it's just as bad as any cpu when it comes to graphics processing and they say it has no ROP's or TMU. But in Uncharted 2 didn't Naughty Dog shift a lot of the work from the RSX onto the Cell's SPU's ? Can the Cell render graphics/do graphics processing or no ???
