can the army make you pay back child support?

Ok here's the details:

My fiance is a E4 in the army. He pays 372/mo in child support. When his divorce went through the support was supposed to be taken by withholding order, courts messed it up and nothing happened so he got a little behind. He now is and has been for months paying his ex the 372 plus an extra 200 to catch up the back support. He called his ex and told her that the next couple months he couldnt pay the whole extra 200 but would still send some extra due to the fact that we are having a baby and need to get things for her. She threw a fit. Now the Army is trying to tell him he HAS to pay the 200 extra or he will get in trouble....there is no court order for back support. Ex did call CG and complain about not getting support before we knew the court messed up and he got a neg counsel for it. But can they really MAKE him pay 200 in back support with no court order? Is there an AR for this? Thanks
