Can T-Mobile unlock a phone that they don't sell?

Can T-Mobile unlock a phone that they don't sell, or have ever sold?
For example, if i found a blackberry from the company Nextel, can i go to a Tmobile store and have them unlock it?

I'm pretty sure you cant, but my mom thinks you can. I'd like to know the truth. (:
