In 2001, I was a new immigrant who came to the U.S. I got in a car accident, and few years later I found out that I’m suffering from a plug (Slip Desk) in the neck due to the accident. Can I sue the driver for my injury after all those year?

No. The statute of limitations for a personal injury/auto accident case is generally 2 to 3 years. Also, at this late date, it would be very difficult to prove that your slipped disc was caused by the accident 9 years ago, and not something that has happened in the interim.

If I knew what state you were in I could tell you what the statute of limitations was, but I can almost guarantee you that it is less than nine years. This means that you waited too long and lost your cause of action and can't sue. Even if you could sue, it would be almost impossible to link injuries from your car accident to your current medical problems, unless you happened to have some extraordinarily direct and awesome medical evidence.
