can someone who knows about cars, help me solve this problem?

went to an inspection for my car in the state of Texas,
The guy said that I have to rest the battery right?
and he said something about driving 150 miles with in 15 days to get a new sticker..
well.
I was wondering.. if that is common, because I have no idea what it does and stuff.

If the car has had the memory cleared shortly before the inspection, enough miles have to be logged to insure that any existing engine error code would show up. 150 miles should provide enough of a time line to prove that there is no errors existing in the engine controls. It is in the manual and part of the inspection requirements for 96 and later cars.
 
It seems like you had the check engine light on and you disconnected the battery to shut the light off. That didn't fix the problem and when they test it shows that the battery was disconnected.
