can someone solve a driving age debate for me?

my friend and i have been debating over the driving age. she believes that around 13/14 years ago the driving age (for cars) was changed from 16 to what it is now (17).

to the best of my knowledge this is wrong. in the UK we have not been able to hold a full driving license at 16 have we? was it changed around 1996 to the age of 17? or has it always been 17?

it may have been 16 at one point, but as far back as i can remember it has always been 17. I was 17 in 1990 and the legal age to drive a car then was 17.
