Can someone please explain what this debate topic means? About terrorism?

"That, in terms of terrorism, group rights are more important than the individual." I'm on the negative side, therefore individual rights are more important.

But, I need someone to please explain what the question means because I'm drabbling on about useless stuff which I don't think is right.

Like how the Holocaust and Salem witch trials go against what people have the right to do, whereas terrorist attacks (like 9/11) go against what a group are "allowed" to do and how they're targetted by mistake.

Is this right? I'm stuck and confused! Please help! Thanks =]
 
The group in favor of group rights would say that all suspected terrorists should be restricted from traveling, the purchase of weapons, etc in order to protect the groups that might be attacked.

The group in favor of individual rights would say that even suspected terrorists should not be restricted from traveling, purchasing weapons, etc, even though that brings up the risk that groups might be attacked.
