can someone open a bank account with no id or bill in the uk?

someone i know needs to open a bank account in the uk to receive state pension as she is 72.she has a nino number but she's got no bills in her name or address (she's living with friends)
she has an id card but it expired.
how can i help her get an account to at least have some help?
