Can someone help me with "Bluetooth Device Issue"?

I am having trouble installing my Bluettooth Device... Every time i try to install it and on this part of the installation, this message shows up "Windows was unable to install your Bluetooth Peripheral Device." So, now the Bluettoth device in not successfully installed. The purpose is to use my phone "the HTC Tilt 2" as a modem to connect through my bluetooth to my laptop. I really could use some help please...

My laptop is the HP TouchSmart PC, Windows 7.
Bluetooth is a HP Bluetooth, 2.0 Adapter.
My Phone is the HTC Tilit 2, At&t
