Can someone help me find this martial arts movie?

I cant think of the name but i remember the main character had blonde hair and was a transfer student. At the new school he attended the entire staff was replaced by evil substitutes that beat the hell out of anyone who crossed them. I remember they could manipulate the atmosphere or something kind of like dragon ball z. Anyway its kinda old, maybe early 2000 to 04 ? Please help lol
