Can somebody PLEASE help me I need to make a html file?

Im literally going insane. Ive been sitting at my computer for over 2 hours trying to figure this out. I need to create a HTML file so I can create a download link from this file to my website because my website doesnt support html. can anybody IM me or give me a website or something, im going crazy with frustration.
