Can Somebody Explain HDI (Human Development Index)?

I'm sure they're smarter than me and there's a reason behind it but it seems some countries that have high globalization, good economies, etc. are being beaten out by some countries most people didn't know existed (no offence, of course.)
For example, in the 2010 HDI Slovenia and Malta rank above Portugal and Hungary.. ? It seems a little strange, can somebody explain how this works (obviously not in great detail - that'd take forever!)

Also, on wikipedia it says Canada went from 0.966 in 2009 to 0.888 in 2010. However, on the official Human Developement Report website it says they went from 0.886 to 0.888. It seemed that every single nation dropped many points from 2009 to 2010 on the wikipedia graphs while on the HDR website it says they increased (example Canada.)
This is rather strange.. did they decide to change the way they evaluate nations and changed the ratings on the website and wikipedia just hasn't caught up? Or did wikipedia just make a really big error?
