Can somebody email me "good safety track rules" for a new dirt bike and atv track?

I got a 14 year old son who loves motor x, and a 11 year old daughter who wants a 4 wheeler. I got 14 acres of land i want to build a track on, but i to use the track for a practice and racing business for youth and adults. Im looking for a little help on rules for the track and any other advice i can get as for as safety and groups! ([email protected])
 
Sorry for the large paste but didn't want to have to activate my whole email thing to email this. The rules are from a club in my country and of course would not all be applicable to anything you may want but thought they may give you an idea. I would be more concerned about relevant insurance of people other than you own children riding on your property. You would need a very large policy to cover for any liability and you would also need some form of first aid training to cover you in case of emergency. All riders would need to sign an indemnity form of some sort as well

A committee member or club official has the right to:
Stop a race or social event if it is considered dangerous
Exclude a rider from a race or social event, if the rider does not have minimum protective clothing, including enclosed footwear, helmet and protective eye wear
Exclude a rider from a race or social event, if the rider is guilty of any foul, unfair or dangerous conduct
Exclude a motorcycle, which does not meet safety standards for a race or social event
Impose a penalty on a rider if considered by the committee to be in breach of the rules
Has the right to accept or reject a social or race application and inform the said person
Ensure that all social riders and competitors – have signed and understood the meaning of an Indemnity form, are current and financial members or have paid a visitors entry fee
General Riding :
All riders must travel through the car parking and pit area at walking pace and with due care
A rider whose motorcycle has stopped on the track should not stay on the track to make repairs if it endangers other riders
Any rider under the influence of alcohol or drugs will not be permitted to ride or compete in a social event or race
Adult riders can enter the track but must take care when the children’s flag is displayed (orange in colour)
All riders must abide by the entry and exit signs on the track
Riders entering the track must give way to bike riders already on the track
Spectators :

Ensure that spectators at all events are not permitted in areas, which may endanger themselves or riders
The public will only be admitted into the public areas
All non-public areas shall be clearly sign posted
Ensure that an ambulance/first aid vehicle or first aider is available when necessary
Supply supplementary regulations when necessary for a special event
Junior Riders :
Ensure that all junior riders have written authorisation from their parents or legal guardian and that said parents understand the full extent of an indemnity form
Junior riders must not enter the track when the Adult rider’s flag (aqua in colour) is displayed
Children under the age of 16 must be under adult supervision at all times
