Can sims in Sims 3 go to jail?

My sim (Whitney) was a huge law breaker in Sims 3. Every time she got caught stealing or did something wrong, police would come and of course she would get in the cop car. I did this a lot of times and she hasn't gotten arrested, yet there is a jail in the town. Can a sim go to jail? i kinda wanna make a series with criminals.
So... going to jail isn't fun? it only lowers your sims mood. Hmmm
