Can Sarah Palin repeal abortion laws if she becomes President? Or can she lower the budget?
 
I sure hope not. I think she needs to have a talk with Ségolène Royal so she really understands women's issues.
 
The president submits the budget to congress for approval, they propose their own and then they haggle over it. Then Congress passes something and the president either signs it or vetoes it. Either side has the opportunity to stand their ground on any issue they think is worth fighting for.
