Can Rogers mobility Take me to court or take 40% of my Paycheck?

I just received a phone call from a collection agency in Brantford, Ontario called NCO. They said I owe Rogers mobility close to $4,000. NCO received my case in December 6, 2009 (2 months ago) and said that if I don't pay them in full sum or at least $2000 for a settlement they will take legal action. Now I had really great credit, that is until a year ago after I moved out of my parents house and moved in with my fiancé. We may have gotten a little carried away with our spending when we moved in and now we are paying the price. I am working on paying off my debts so I can fix my credit. So I am a bit familiar with creditors but this guy who called me today kind of freaked me out. A lot of the time they say things to scare you in to paying off the debts fast. They tell you they are going to take legal action but they are bluffing.

Now this guy is really good at what he does-he’s a bit intimidating. He told me I have until Monday to come up with at least $2000 for a settlement or pay in a lump sum. And I know I CAN"T do either one because I am paying off other debts and I can’t ask family or friends for money. He also said if I don't call by Monday (Feb 22) he will assume I don't have the money and start the legal papers which will result in them contacting my employer and taking 40% of my paycheck. Now I don't want my employer to know about this. And another thing that I was thinking, since they are planning on taking 40% of my paycheck every 2 weeks then that means that if I were to call them on Monday and say.

"Listen I can pay $500 towards my debt and in 2 weeks pay another $500".... They would be able to except the offer right?

If I make small payments every 2 weeks, I think they would be ok with that, at least I am paying off my debt with them. And this way they won't have to contact my employer.
Has anyone been in this situation with Rogers? What should I do?
