Can restaurants have their kitchen on the second floor?

bugs, fire problems, [quick escapes]
storage for food
access by clients--it is easier to fall if they have to climb

noise created by stair climbers over the grocery store clients

I'm making a business plan and my business is 2 story business placed in a city. The first floor is a mini supermarket and the second floor is a quick eat chinese restaurant, similar to Panda express. Is it possible to have the kitchen on the second floor? Will there be problems..? I can't think of any other restaurants with kitchens not on the first floor, so I'm curious.
 
I'm pretty sure there can be a kitchen on the second floor. I have been to a few restaurants in NYC where the kitchen is on the 2nd floor and they seat you on the first :):)
