Can restaurants choose not to hire someone because of their age,even though the law

says they can legally work? I'm 15 and the law in my state says that 14 and 15 year olds can work in fast food establishments and grocery stores if they have a worker's permit.But every fast food restaurant I've called says I have to be 16.Is it up to the restaurant whether they'll hire someone younger than sixteen,or can the law make them consider me?And,do you have any suggestions as to what other places I can work at when I'm 15,if fast food doesn't work out?Thanks!
