Can pre-ejaculation make a girl pregnant?

Me and My girlfriend have tried to have sex, but i did not penetrate her, i cannot insert my thing into her may be only until the lips of her vagina, may be just rubbing out happened, i also believe that i released the so called, pre-ejaculation and i think it entered her vagina, can please help me on this

Also up to what earliest time can we test i she is really pregnant? how can we confirm? what test are most accurate
