Can potential employers discuss applications with other employees?

I was previously a cashier at a grocery store. I left my two weeks notice back in April, but recently I decided to reapply because I am currently out of a job.

I have a close friend who works at the store and he told me that one of the employees there (currently a customer service worker with no management position) asked why I reapplied. This bothers me because I do not feel that my job application information should be discussed with anybody except management and human resources. Neither my friend or the person who asked my friend are in any high position in that store.

Are potential employers allowed to discuss my application with others? My father says it is a violation of my privacy.

What action should I take?
I was never asked about the application. A friend was asked by another employee; I was never contacted about the application. The employee who asked my friend is a regular hourly worker, who I might add quit his job because he was going to get fired (he was hired back immediately).
I have applied to nearly every store in the area. The ones that I have not applied to, I am too young to work at. I reapplied at the store I am mentioning because I am becoming desperate and I have nowhere else to look for a job.

What action should you take??? None. What are you going to do, sue?

Asking why you reapplied is not an invasion of privacy. You don't even know if it was discussed. If you turned your app into customer service, as most do, she probably noticed it.

In my field, I am not in management but I help my employer screen resumes and such and we discuss them. It's the nature of the job. If she was lifting your social off of your application, that's another thing, but asking why you reapplied is another.

THe only action you should take is to let it GO.

To answer your fist question, yes they can discuss applicants with current employees.

Your second question depends on if you want the job or not. If you want the job and it is offered to you, take it. If you don't want the job look elsewhere for employment.

Certainly employers can discuss your application with other employees. You have to work with those people. Some companies take that into consideration. When I applied for my current job, not only my application, but my interview as well, was discussed with the people I'd be working with the closest.
