Can police do speed checks in rental vans and unmarked cars?

I was driving in coventry on the london road and noticed 2 vehicles parked on the grass verge. One was a tls rental van and the other an unmarked renault. The renault had a screen in the dashboard and the occupant was watching this constantly. This car was parked in front and behind to one side was a small rental van. Does anyone know what they would be checking for? Either tax etc or speed? Any help would be appreciated
