Well, yes, in many ways. If your bettas are not healthy and conditioned with the proper foods for breeding, they simply will not breed. Check your pH. Bettas like water form 7 (neutral) to 6.5 (slightly acidic). Watch your pH carefully. If it changes rapidly, your beloved wet pets may die. If you have anymore questions regarding breeding, just ask away!

Bettas actually breed better at lower pH/softer water, as this replicates their wild conditions. Indeed some wild types of Betta (the one you find in shops is a fancy Betta splendens) need a pH of 4-6.
Use something like a few bits of indian almond leaf, this has softening properties and is a little like Betta viagra!
Don't use chemicals to try and change the pH though, dramatically fluctuating pH's will have the opposite effect and can kill the fish.

yes the fry are more venerable to PH ammonia etc.
