Can people beat up a drunks if they decide to get into a car and drive drunk?

I heard on the news a guy beat up a drunk pretty badly b/c the drunk was going to drive drive
The person that stopped the drunk from driving was called a hero and didnt serve jail time
SO would this mean anyone can do this just beat up a person that has been drinking if they decided they were going to get into their car and drive off with a buzz or drunk
