Can pearly penile papules form under the rim of the penis?

I went to the doctor and i dont have an std but i have a string of flesh colored bumps directly under the rim of penis, not on the rim itself. Can this be PPP or is it something else? My doctor tells me its PPP but i havent seen pictures of PPP under the rim of Penis like mine. Any thoughts? Does anyone have the same thing im talking about? Thanks for the help. Happy holidays
