Can PC games and software be installed on Windows mobile (cell) phones?

I don't own a Windows phone, but have heard several rumours, that you can install and use DVD based PC games and software on Windows phones. Is that true?

Also, can you play Xbox Live games through Windows phones? (eg do they have the graphical capability to do so, as some Xbox Live games are technically quite demanding).
 
No they can't Windows phone OS is completely different than the OS you have on your PC. Software is incompatible between the two.
