Can one send their foster child to boot camp?

I'm researching for my own personal interest after watching a couple (horrifying) documentaries on "social rehabilitation programs" for teens. I was wondering if parents can sign over their consent of their child to these programs, could foster parents send their foster child(ren) to boot camp? I don't know how the whole system works, but I'm thinking that the foster parents don't have full parental consent and the fact that they have a the system kind of checking up on the kids from time to time. But does anyone know and can clear it up for me?
 
i don't think so. if you can't handle the kids you call social services and they can find them a home that is more suitable for that child.
