Can not start bluetooth. bluetooth hardware is not found?

hi i used to have windows vista home premium in my laptop and whenever i reformat it my bluetooth and other program are already installed so i usually start normally but this week i tried to reformat my laptop with windows 7 utlimate and so some aplication are missing such as webcam, lan and other drivers and bluetooth (i have a build-in bluetooth in my laptop) and when i try to download a bluetooth software here in bluesoleil but when i finished download and installed and restarted my laptop it says "Can not start bluetooth. bluetooth hardware is not found" so why is it, i read in your faq that in windows 7 you need to download BlueSoleil version 6.4.286.0 and so i download it yet nothing happen, i also try to download the bluetooth driver for the manufacter's website of my laptop yet nothing stil happen. SO how can i do this....... thx
