can my phone that has bluetooth conect to my bluetooth laptop?

i wannah put some files on to my phone through my laptop on bluetooth
im trying but my laptop and phone say they cant find any devices why?
my phone bluetooth works
ive use bluetooth with other phones
my usb cable is broken so i wannah try bluetooth
