Can my nephew Start Pre-K being only 3 but turning 4 in Jan.?

My Nephew is only 3 years old and my sister and i have been trying to find out if he can start pre-K and go to a public school where she doesn't have to pay. Coming from California we never heard of paying for pre-k yet here in georgia everywhere we call is anywhere from $78-$139 a week not quite in our budget?
