Can my friend still return to U.S., even though she has lived in Mexico?

I have a friend who is 25, and lives in Mexico.She was born in Missouri, but her parents took her to Mexico when she was two.She has her original birth certificate from the state that she was born in.She wants to return to U.S. to live.How would she go about doing this?She is still in Mexico now.
