yes it can i had that happen to me in a ford E-150 van, every time i went through a big puddle when it rained it would stall out and it was not from water being sucked into the engine.
yes Your distribator is in the front of the engine. Moisture will get under the cap and you'll have to dry it out to fix the problem. It is a common problem with fords. I carried around a clean rag with me just for that very thing.
