Can my employer deny my unemployment rights due to education?

I applied for underemployment benefits last year because my hours were cut to 9 hrs a week. After almost 2 months, I got more hours and went back to full time. I recently recieved a letter saying that my employer denied my benefits because I would not change my school schedule to suit them, and I had to pay back all my benefits I recieved. Is this illegal or can they do this?
I stopped collecting the underemployment benefits after I became full time again. My employer made me pay back my benefits I collected when I was working 9 hours a week.
