Can my employer deduct a fee from my check to process a tax garnishment on my checks?

Long story short, owed some taxes, been having them come out of my payroll checks via a tax levy. The company I work for is charging me a fee for it, for the hassle apparently of processing it, and deducting it from my paycheck.
Is this Legal? I work in California, I am not a contractor but full time employee.
