Can my dad pay for the phone plan and verizon just bill me the bill for the data plan?

My dad does not want to spend more than two hundred for our phone bill. I want to get the droid but you are required to get an data plan of a min of 29.99. Is is possible for him to keep paying for my phone like he has been and Verizon just sends me the bill for the data plan on my phone?
