can my computer run empire total war?

ok so i believe my computer is below some of the requirements would there be a way i could optomize these...like graphics card and stuff like that....could you give me estimate prices too? thanks in advance...
here are systems specs
Hp g60 notebook pc windows vista
4 gigs of ram
pentimum dual processor core t4300 @ 2.10ghz of ram
1759mb video memory
