Can my aquarium heater burn my fish?

Doubt it.

The main reason is that if it was too hot, then the fish wouldn't stay there. Unless the fish is physically wedged there, then you might have a problem.

But if the fish swims in, stays there, then swims out without any difficulty, you are fine.

Mine do that all the time. The otto-cat takes advantage of the fact that I'm too lazy to scrape the algae off of the glass behind the heaters and loves to chow down.

Then get a pair of half-strength heaters and put them at either side of the tank. This keeps the heaters from getting too hot, gives more even heating of the tank, and also saves you if one heater dies out on you. They fail either full on (cooks the fish) or totally dead (water drops in temp).

Having two at 1/2 strength means that in the case of a full on heater, the other won't turn on and the one that has failed will not be strong enough to cook the tank. If it's the other case, the other heater will create a pocket of warm water that the fish can move into.

In either case, this buys you time to get a replacement heater.
