Can Military housing kick you out if you are not getting paid?

Here's the deal, my husband was supposed to get out of the military June 13th, but he had lost time until end of September. Apparently finance didn't know, even though up until eight months ago his leave date stated the end of September. However do to this 'glitch' in the computer, my husband did not get paid June 15th. We just had a baby May 20th, and have a toddler. So of course we had to go file paperwork to get this fixed and take out an AER loan. AER would only give us a thousand dollars which we thought would work out fine, and we could make it the 30-45 days of no pay with that. That was the 15th of June. On the 28th of July we still had not gotten paid so my husband returned to check on the paperwork. For some 'unknown' reason our case was closed and we had to refile and start the process over again. My husband had told housing what was going on and they where well aware we had no idea when we would get paid and they agreed to work with us as long as we kept bringing in the LES showing we had not gotten paid. So my FRG leader asks me if things had been taken care of yet. I told her no we had gotten our AER loan and had to borrow an additional 300 dollars from the company for the month of August. We're just barely making it. So she called and talked to a Sargent about our situation. Well, yesterday afternoon I got a call from the Sargent. He went and filled out some paperwork and was letting me know that we would not be getting our BHA back pay which is something like $1047 a month. This is money that is used to go to housing we see none of it. So he goes to housing tells them whats going on and shows them the paperwork that hes trying to get the money for housing and housing tells him we have till Sept the 2nd to come up with the money or they are giving us 30 days to vacate and are also charging us for damages to another apartment we had been in before here, when we already paid for that. My husband broke a bedroom door because our toddler locked himself in there and couldnt get out and was screaming and scared. We paid for the door and their trying to say we didnt. My husband is in Cali doing training for his deployment in November. We have 170 dollars until the 27th when i get my next child support check *of 170* to buy food, diapers and anything else needed. There have been days i had to go without one, or two meals if not three to make sure my son will have food for the month. Because of this I had to stop breast feeding my daughter and switch her to formula completly which cost us about 140 for a month since in the mist of all this WIC is kicking us out too and I just used my last voucher for formula. Go get food stamps you say? NOT APPROVED because were military and we get a BHA which should be used to pay bills, food, ect. So now that you know the story, we've done all the paperwork, and its 'up to finance' now. What can I do? is there some legal action I can take? We are in Ga and are from Tx we have no family here and no one who can help us. We're on our own and no one in our family can help us. Can they really kick us out over something we have no control over? We have no where to go, and we have small children and pets. I am at my wits end. I don't sleep. I haven't gotten any sleep in almost a month. I think a total of MAYBE 18 or 19 hours in the last four weeks. I've been to the dr, he doesn't help.
The Sargent Major is in Cali with my husband at the NTC. They will not be back for another two weeks... I will go in a few hours to try and talk to the people that have been suggested and I have a note book, I'll be writing everything down.
