Can kids buy expensive things at Walmart/Target?

One of my friends want's to go to Walmart or Target and buy a camera (in cash) that they want that costs 700 dollars, but before she went, someone said that you aren't allowed to do that. Is there any rules that say teens cannot purchase big ticket items?
