can judges vote for their own contestant in x factor?

for example in the x factor usa say britney spears or simon cowell who has millions; can they use their phone to spend thousands of dollars voting for their contestants because it isnt that much money to them? and also if they aren't allowed to wouldnt they still do it anyway?
