Can iphone4 be unlocked without spending a fee of 150$ ?

I bought an iphone4 two weeks before from the internet saying that it was unlocked. But its locked with Telstra. I spoke to the customer representative n she told that i would have to pay a fee of 150$ if i wanted the phone to be unlocked. Now i don't want to pay that fee. Is there any other option by which i can unlock the phone ? or at a cheaper rate ?
