Can I wear my headscarf for a US passport photo - I am a Muslim American thanks?

question was in question title. If anyone knows a link that shows this would be great, i just dont want to have to take the photo twice

i knew that it wasnt legal for a while with drivers lisence but I just got my lisence redone last week with headscarf
