Can I use wifi only on the Samsung Behold 2?

I want the samsung behold 2 on tmobile but do not want to buy a data plan. Also on the tmobile website it is bulleted next to the phone that it has wifi data (not really sure what that means). I want to know if I can surf the web and use the android market on wifi only without purchasing a data plan??
